The prepared Environmental Impact Statement (EIS) studied a potential transportation corridor in western Davis and Weber counties. The environmental process began in 2010. Large and complex EIS’s can take three to seven years to complete. This amount of time is necessary to complete the steps required by NEPA, and to be as thorough as possible to ensure that the best solution is selected. The project team worked closely with the public and other study partners to ensure all options were considered to identify a transportation solution that will benefit mobility in Davis and Weber counties.

All transportation alternative options were studied and considered to effectively resolve and identify needs. Members of the public reviewed, discussed and provided feedback on the proposed alternatives throughout the process and at public open houses.

Draft EIS

Alternatives were examined for potential human, community, cultural, economic and environmental concerns. Each alternative analysis was compiled in a comprehensive report called the Draft Environmental Statement (EIS).

Members of the public had the opportunity to learn, review, discuss and provide feedback on the Draft EIS at open houses or any time during the comment period, which lasted for 104 days.

All comments received from the Draft EIS were responded to and published in the Final EIS. A preferred solution was presented in the Final EIS and a 30-day comment period was provided for public input.

The Federal Highway Administration (FHWA) reviewed the Final EIS and issued a Record of Decision identifying the selected alternative based on all data and comments presented in the Final EIS.
